The Chinese Minister to Paris has left for Europe. A fresh protest is being made by the Portuguese chargé d'affaires against the Fishery Bureau at Wanchai, and he is also sending in another note requesting the Chinese Government to give up the boats, and urging them, without prejudice to delimitation at a future time, to acknowledge Dom Joao as being disputed territory. On instructions from the Portuguese Government he has asked for my support, but it seems to me that it would produce no practical result and cause unnecessary irritation to the Chinese Government, who are fully aware, since the recent negotiations in London, of our attitude on the whole Macao question. I therefore propose to take no action unless I receive contrary instructions from you.
